Office of Senator Carmen Fernandez |

Company description:: There is an extreme shortage of qualified teachers in Guam and in particular a shortage of certain teacher specialists. Senator Fernandez stated after introduction the bill, “The Dr. Antonio C. Yamashita Educator Corps has played a pivotal role in supporting Guam’s teacher education needs and represents the best vehicle to increase the number of teachers in Guam’s critical needs areas.”
Across the nation, and particularly on Guam there are critical shortages in specialty areas such as counseling, special education, math and science. In addition, the University of Guam is in the process of creating a Fifth Year Teacher Induction and Mentoring program. This program will provide new teachers with a positive results-oriented transition into classroom teaching. Currently, teachers go directly from the University of Guam and into teaching after completing their undergraduate degree. This program would focus on assisting first year teachers in developing classroom skills and provide valuable support from experienced educators.
Bill 287 is a continuation of Senator Fernandez’s efforts to insure that Guam maintains an adequate supply of teachers in all critical need areas. This along with bill 285 the public employee democratic workplace bill, will help to encourage college students to become teachers and to work in the public schools, thereby continuing her effort to build a better community for all.
